What is the regulation for transferring a soldier to the IRR if they move outside commuting distance of your unit and do not find a new unit?

SFC Molina is correct - AR 140-10 Assignments, Attachments, Details, and Transfers Chapter 4, Section 3. Consider the reasons for transfer, just moving out of area is not sufficient. Have retention check reserve locations near the Soldier's new address. (A TPU to TPU transfer can go through quicker if the receiving command is willing to accept the Soldier, unless the contractual obligation has already been met.)
The transfer packet consist of exit counseling from the commander and retention, DA form 4651, commander recommendation memo, and a Soldier statement.

I drive 7 hrs to drill and when I tried to bring this regulation up about transferring or going into the irr I was told that the reg has changed

SPC (Join to see) - I do transfers to the IRR and TPU to TPU all the time. The info that MAJ (Join to see) sited is correct.

I can tell you this, it is very hard and allot of paper work, if they are on your roster and move without finding a new home. It is very hard to get them off. Much easier to get the paper work done while you have them in front of you than long distance or can't even find them.

Exactly that's the problem they had before when she moved the first time. She recently moved back near the unit so we thought she'd start coming to drill with us again but then informed me a week or so ago she'd be moving to Texas before the end of this month, so I'm trying to get the counseling and paperwork done before she's out of reach again.

I understand that, I was a UA that transferred up to the 11th Aviation and they had 4 soldiers on the roster that had moved, 1 I found a POC for, the other 3 I had to go thru extra paper work to get them off our roster.

To provide some more detail, one of the soldiers in my platoon just informed me she would be moving from Georgia to Texas in the next two weeks. When I came to the unit and took over this platoon this soldier was already living in Virginia and not coming to drill but they didn't counsel her that she needed to find a new unit within 60 days of moving or she would be transferred to the IRR, so I'm trying to get this done the right way so once she moves I'm not having to manage a soldier several states away for an extended period of time again. I've been combing through AR 140-10 but I'm missing the specific language that I need for the counseling form to back it up.

Thanks for all the responses, I'll be getting in touch with you for more detailed info SFC Molina. I'm definitely not trying to push the soldier out or anything, once she told me she was moving I've been doing everything I can to help her find a unit near where she's moving. But I want to do it by the book and get the counseling done to let her know she has 90 days to find one and start trying to get transferred or the command may transfer her to the IRR.
