If it's a veteran, it would be on his DD-214 since circumstances would not be covered. He would also have an unclassified award document which goes into his permanent record (an unclassified database). If he can't produce one or both of these, then it sounds like a made up story to me.

MAJ Weiss, your advice was spot on. When I was still on Active Duty, I received a Joint Service Commendation Medal. The justification for the award was classified due to my being in an Intelligence Career Field; however, there was still an unclassified cover letter that accompanied the award certificate. So, well explained and handling of this matter.

Anyone doing classified missions isn't the type to "claim" anything.

Major Red Flag.

That's what I thought. But have to be sure. I wasn't sure about the best way to go about it. He's just talk so far. No profiles, etc.

My thoughts exactly. Anyone who is actually doing that stuff doesn't talk much. I was involved in stuff while in the Army that wasn't de-classified until 25 years later. Even after that, I don't feel the need to discuss it. Its just the nature of things.

Agree that it doesn't compute. LTC Yinon Weiss has pretty much nailed it. Generic for public consumption stuff is easy to do. BTW, injuries received doing "classified" that have a medical and benefits tail are likewise covered by a generic LOD determination. You always get the fancy award paper. The citation is purposely vague. I've seen a couple so vague that you really really don't want to know anything about it. BTW high end operators aren't the only ones with vague awards. You just have to be in the wrong place, wrong time, and experience stuff that the bosses rightfully slap a hard blanket over. I'm glad we have blankets.....
