What makes a school tutoring program successful ?

I have tutored/mentored third and fourth grade students. In order to be successful, the school must fully support the mentors. I have had schools, that told me to borrow the books from the student that I was tutoring. I have also had to make copies of what the student needed help with. Schools need to provide all the books to the mentor, and ensure that the mentor has adequate time to work with the student.
