The Air Force calls it the Airmans medal for the AF guy.

Yes those who demonstrate heroism in the face of danger should be eligible for the Soldiers Medal or equivalent medal from the other military services whether the heroism takes place in the USA or somewhere else.

I believe the National Guard has awarded the Soldier's Medal to Spc. Alek Skarlatos.
