Do we need a present time redo of all security clearances?

I'm failing to see the reason behind this question. What is the background for this?
It seems like a pointless survey. You are not collecting any valid data. As SFC Livingston said “What is the background for this?”
The chain of command is not the security clearance process. Very little is owned by the "chain of command". Not clear what the purpose of this survey is.
