I was an IRR attached to a unit...then went back to reserve status after arriving back in CONUS...I presume I would need to contact a congressman to look into all awards I should have been awarded then?

I have no idea what the regs say, but after 10 months in Korea, I was called up along with everyone else who arrived in February to be awarded an OSR or a number for those who had multiple tours. It happened every month I was there like clockwork in our unit. Perhaps it was a local regulation or perhaps a unit tradition but I wore my OSR after 10 months. Of course that was 1989 and we still rodes on dinosaurs to the field and our regs were on stone tablets, and a kid named Washington was a cadet who was there for the summer....

When you serve overseas and Complete your tour you should receive orders that how it was when I served 42 years ago you might check with your command they can tell you.

I always say trust but verify and always provide a reference when you answer a question from a Soldier. For awards check out AR 600-8-22. If you still need help with awards google the award and HRC and usually the HRCs link to the description and criteria for the award will be the first result. HRC also lists FAQs that might answer yours.

Yes, but the regs don't state what a successful tour completion is for Kuwait. Is it 1 day in country? is it 30 days? 60?

I served in Germany for 2 yrs 11 months and 28 days never received the award until way after I went in the guard and then received it. The same way with the ARCOM recieved that well after I was out of the guard.

Wow. I'm glad that I scrolled through comments for 5 minutes for ALL THE CONSTRUCTIVE ANSWERS! An actual answer: complete an overseas tour, basically. Agreed. I could have gone a more "here's how to help yourself" than just sending her a link.
But isn't this a networking resource? If she, or really any other soldier, came to me with a question in person, I'm not going to just tell them to piss off, I'm going to at the very least give them a resource to solve their problem.
Regardless, what was happening was not even close to helpful, with the exception of one very retired SSG who at least tried to answer.

I have already read the regs. It says successful completion of tour according to 614-30. But in that reg, it doesn't really clarify as to what a successful completion is for Kuwait.

SGT(P) (Join to see) - You are somehow not understanding Table 3-2. There are 19 "what if" scenarios, and on the right side of the table, it says whether the OSR is awarded or not.
