Of the countries that have or currently developing the Bomb. Which two are the most likely to use them on us?

I do not believe any nation-state would actually use them on us. Their may be a lot of rhetoric but I don't think any one country would actually use them, even if they could build them. Nukes are expensive and countries want to be known for building them, not using them. Now, for a third party bad actor, yes - I can totally see one of them using them as a message. These are folks who won't care if the people they report to represent are killed or not. That's where the real danger is as I see it.

Im afraid I agree with you and thats what worries me so much about Iran. They wouldnt think twice about giving one to someone that would use it on us.

We can only pick two? With the number of crazy people out there running different countries the list includes way more than two but I'll play the game. I think we are always going to see North Korea and Iran top the list. Years ago, Russia would have topped the list possibly along side Cuba. Further back, Germany and Japan.

PO2 Mark Saffell - The deals may not all that bad. If the plans include some sort of better visibility of their programs then maybe we will have a better understanding of exactly what they can and cannot do.

I agree. and is North Korea can ever figure out how to make an ICBM they will. Oh wait since we told Iran they can keep doing that IF the promise and pinky swear they wont use it on us...North Korea can just buy some from Iran.

I think some would agree with you that the ISIS falls into a "country-like" category. With the advancement in technology, the ISIS is a well connected unified body that shares the same fundamental ideas. They have leaders, a flag, and laws. The only thing that they are missing is a piece of land outlined on a map labeled "ISIS".
