So i have a permanent shaving profile and i was told by some nco i never met before that the army is about to get rid of those. So what does this mean for us (you know im referring to) that have permanent profiles ? Because no matter how i shave razor/electric i break out bad, what does this mean for us ?

A lot of people say a lot of crazy things. Until you see it in writing it's one of those ideas that get kicked around up at the pentagon between generals and Sergeants Major.

As for your shaving profile you should look into getting that resolved. Laser hair removal will at least reduce it to the point that you should be able to shave some of the time. Straight up, people with long term shaving profiles who have a noticeable beard are looked at as turds. In the military your image is part of your credibility and your first impression goes a long way.

Permanent Profiles are now reviewed on an interval of every 3 or 5 years I forget which. This has been in effect since 2015 or 2016.
