Another code of conduct, the 1863 Lieber Code, operated during the American Civil War as well. It was the first codified law that expressly forbade giving "no quarter" to the enemy (i.e. killing prisoners of war)

SPC David S. Don't you wish our enemies would follow it? I am an advocate of giving the enemy the same quarter they afford us...and yes, I get the whole "we are better then that" argument.

Navy or Army?
Navy discontinued Flogging in 1850 by act of Congress, the other substituted were banned in 1855 and the rules comparable to today were enacted. The Army officially in 1861, although flogging was not a common punishment as it was in the Navy.

Even before 1861, flogging as punishment was officially against Regulations. An Article on the subject. https://www.researchgate.net/publication/270882887_The_Military_Justice_System_and_Illegal_Punishments_as_a_Cause_of_Desertion_in_the_US_Army_1821-1835
