When did they allow ACU sleeves to be rolled up?

I was at a recruiting event with a bunch of relatively new guys. Not only were they rolling up OCP sleeves they were rolling up ACU sleeves. From all the articles I've read I see OCP to be rolled but does not mention ACU. (actually they call OCP pattern ACU in the articles.)

Green Fatigues were rolled as early as 1968? (Era, that is).
