Where do USAR promotions orders come from? How long they take to get cut and distro'd? Who actually receives them first?

So, I was selected for SFC. Completed all my required training. Updated my mileage for travel to receive promotion. DOR is 1 October 2019. I have not received my orders yet. I contacted my S1 and was informed that orders are send directly to me from the Readiness Division. I contacted the Readiness Division and was informed that orders are never sent directly to the SM. Does ANYONE know where USAR promotions orders come from? How long they take to get cut and distro'd? Who actually receives them first? It's been 9 days. My ARB is updated reflecting SFC. My DFAS is reflecting SFC. I have everything showing SFC except orders.
