The old adage of “everyone is a safety officer” seems to fit this nicely. Any service member with general military authority can stop an unsafe act, including the operation of military vehicles if they are so inclined. I can say that, in the aviation world, anyone regardless of rank can kill a mission if they feel that the conditions are unsafe.
