If it really happened, and that currently is a big IF, it's a big deal. Goes to his character about accepting rules and regulations. Let me put it this way, how would you feel about a senior officer knowingly ignoring a standing ROE?

Lets see, Obama has established normal diplomatic relations with the Communist Castro regime and it's OK, but a report on his doing business with them is a serious blow? This is like the continuous refrain that he cheated a painter our of pay. The CEO of a major business empire does not know what is happening at the lower levels, I managed a Small Business Unit and many times I had to act to correct errors made by my lower level employees. BTW, can you provide a link?

COL Lee Flemming - Thanks, but isn't it strange that supposedly he violated the embargo law in 1998 eighteen years ago and yet nothing was done to him legally? Where was Comey at that time, perhaps he saw something careless about the trip but nothing against the law. Sarcasm, this is a tempest in the teapot because Hillary has nothing to go on but continuing with Obama's failed policies, while Trump is cranking out plans and policies.
