Why are baggers at the commissary still a thing?

It's a service that helps provides convenience (in this case, for some elderly,disabled members of our communities) and helping others around the base and offering more jobs etc. Why not? Although every now and again you always hear about cuts approaching to our Commissary's...

Why not? They're not paid other than the tips we give them, baggers are common at every other grocery store off post

So if it's not costing the tax payers $$, why bother? You can reject a baggers service if you don't want to tip, or go through the self checkout. It allows dependents to have a job on post and you literally, have to work hard for your money
