Why are women with disability rated hair loss only granted 1 unit (wig) a year?

Why are females with disability rated alopecia hair loss only allowed 1 unit yr? We were granted 2 units a year with up keep to them, ( washed and styled)biweekly scalp treatments. Which was a big help in maintaining my unit. And a big mental boost because I didn’t feel alone and ashamed. But all came to a stop, and only allowed 1 unit(wig) a year. I have other friends with same rating, different states that receive 2 units a year. My treatment is at the VA Hospital in DC. Not sure just asking if it depends on the treatment center?. I enjoy my treatment at the VA, this just a concern. The unit are nice but are made of lace which after a while will rip, and having to make it last until next year is allot.

I Do Understand The Importance Of Hair To Our Female Gender,
But I Must Add ~ And This Is Only The Opinion Of A Bald MAN; "It Really IS Just Hair".
And I've Seen A Few Women With No Hair, Many Of My Family Members Had Cancer & Became Totally Bald Due To The Radiation Therapy... Our Mom, An Aunt And 2 Of My Sisters; And Every One Looked Pretty Darned Good With Not Having A Hair In Site. I Have No Idea If My Opinion Helps, But Our Mom Loved The Way She Looked While Jokingly Saying; " I'm Saving A lot Of Money On Shampoo & Trips To The Beauty Shop Too."

It’s frustrating when support suddenly changes, especially for something that impacts confidence and mental health like hair units. It might depend on the specific VA facility or regional funding, since I've heard others in different states still get 2 units. I feel the same way with shoes, I rely on certain pairs for support and comfort, and if I had to stretch one pair all year, especially with wear and tear, it wouldn’t be fair either.
