Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

CPT(P) (Join to see) - When I went through AG school I was told a scroll was comprised of 1000 names. I have never heard anything less.

Just a note about the submission for the correction on date of rate, if needed. I found this while perusing the ABCMR guidebook. "Members of the Army National Guard applying to the Army Board for Correction of Military Records (ABCMR). Many Army National Guard regulations require the members of the Army National Guard to apply first to their State Adjutant General and then to the National Guard Bureau for correction of records. If after exhausting these resources, a member of the Army National Guard still feels that there is error or injustice in their record, they can apply to the ABCMR. They should include with their application a copy any communication they have had with their State Adjutant General or the National Guard Bureau concerning the requested correction."
This issue should be big enough for the TAGs to bring up to NGB.

What is your Date of Rank after Fed Rec? Is it the date on your state promotion orders, or the date the SEC DEF signs? If it actually is the date the SEC DEF signs, then what is the point of state promotion orders if CPT and above don't receive back pay and time in grade?

CPT (Join to see) - Sir, I agree. I've literally already had 4 or 5 LT friends send up packets for transfer to the reserves, just to escape the fed rec process.

CPT (Join to see) - You make good points, but as alluded to earlier, a process that seems indifferent to Soldiers and their careers will push talent elsewhere. I'm ADOS now, and the FED REC process is costing me over $1,000 per month that it drags on. With no TIG/Back Pay it is incredibly frustrating. Multiply that times 3 or 4 over the span of a Guard career, and potentially that could rob someone of an entire grade. It just doesn't make sense that routine low to mid level promotions need/have to be such a source of anger and heartache. I don't know what it'll take to change the process, but if none of us make our concerns known, the only known is that nothing will change.

I've brought this up to my BN and they have agreed that they should put the promotable Soldier in a para/lin of the next grade prior to taking their actual position. This would allow the Soldiers packet to start the process earlier and hopefully receive their FEDREC sooner. For example; If I am chosen to take command in 6 months from now, I am moved to a vacant O3 billet so the state can start the promotion order and submit to NGB. At least this way you would only be waiting a couple months for your FEDREC instead of 8+. I know everyone's FEDREC process time isn't the same length, but it would help for sure. THAT is taking care of Soldiers.

CH (2LT) (Join to see) - I saw a scroll from last year spend about 17 days on this step. Hoping ours is here for 2 days max.
Am I the only one having difficulty accessing the antiquated, poorly designed, and sub-sloth driven G1 website (link below)? Regardless, if and when I do log in, I will continue to see the disappointing results of this comical FedRec process. In December, the state published my promotion orders, yet as of today, or so I think, my packet doubles as a coffee coaster on the JAG's desk. I would list my Scroll number, but for now I must wait until the G1 hamsters spin their wheels fast enough to generate the minimum power to bring up the servers.

New question. For those of you that have published orders and are at the end of this goat rope, how far back are you getting back paid? I have a CW2 in my unit that waited a week short of 365 days from state orders to published fed rec and they back paid him all the way back to the day the state recognized his promotion. I'd like to know if anyone else had that experience.

I'm not sure if it is entirely correct. I believe it's case-by-case and state will only go back a few months for backpay. Remember, it's state money, not federal money.

1LT (Join to see) - I have a few LT buddies who didn't get back paid all the way to state orders, though generally those were the guys who had to wait a super long time because of weird issues with their scrolls. When I commissioned, NY took forever to federally recognize me as a 2LT, so I went to AT and got paid as an E5, and they didn't even back pay me for all of that, so I have my doubts that I'll receive back pay all the way to November '16. It would be nice though, having been ADOS for most of the wait.

2LT(P) (Verify To See) - If you are ADOS, depending on your agency, they most likely have budgeted in your promotion- so you should see that pot of money come to you eventually... For M-Day, it does come out of State funds so most likely won't see the entire load drop.
I know for Counter Drug in the Guard they had to budget my promotion in and almost cancel my orders because I was expensive all of a sudden but it worked out :-)

That makes sense. I caught a glance of the cost estimate, and I was wondering why I cost my unit over 80000 for a relatively short period of time.
Anyone from this group L03-17, my state recognized me in December but I am still waiting for fed rec.

Someone said that they were informed that the Scroll had been signed, but not returned to the NGB. How certain was that particular source that anything had actually been signed?

I went back through the posts, and someone indicated 16 days ago that they spoke with a SFC Palmer at NGB who indicated the scroll was signed by the SECDEF on May 2nd. Certainly do not have any proof or confirmation, so for what it is worth.

I received the following information from SFC Palmer, following my communication that I have now become concerned following the update that P04-17 is now at SecDef and we P03-17 has been stuck at JAG for 3 months.
"Please see attached slide. As of the last update received from the DMPM on 23 May 2017, P03-17 current status is "Awaiting ORB Results". The reason that it still shows with OTJAG in the system is because etracker is not in line with the current staffing processes. The G1 tracker will continue to reflect OTJAG until it moves to the next office which will be the G1.
As a reminder, our office does not control the flow of the scrolls. Some scrolls may move faster or slower than others for different reasons. I can assure that if there is an issue with your promotion packet, it will be found at this stage in the process and you will be notified promptly. "

It certainly appears to be the case that we could very well reach 240+ days based on feedback I have received. I wonder at times if the delay is due to the size of the scroll or if there is an issue with some of the packets. Although very frustrating, it is out of our realm of control. I told myself that I wouldn't check the tracker anymore, but it is a force of habit. Fortunately, I leave this weekend for two weeks in the field, so I probably won't have much time to check on it, which is a good thing because I shake my head each day I see no movement. I wish I knew someone on the ORB.

Does anyone have any info on the status of P02-17? Was it signed by SECDEF? Was the scroll published? And once it is published how long does it take for orders to be IPERM'd ? Lots of questions with no answers haha... It's over a year since I was approved by my State board.

A few of us on P02-17 discussed in a post further up that we are waiting until our orders publish to write our congressional delegation so we have a kind of start and end date of our entire process. This is not a "big Army" issue, nor is it an Air Guard issue. It is an Army Guard issue and our congressional members is our only hope to fix this process!

I heard back from NGB regarding U01-17. This scroll was approved by the SecDef on 28 March 2017. They said they typically get orders out 2-4 weeks after the approval date. So I guess that would be within 4-18 days from now.

U10-16 published at 171 days last week. Congratulation to the three new CW2's in Oregon and the rest that waited on this list. I hope this places me, U02-17 currently 138 days, at around 40 more days if what I have been tracking is close to the norm.

The way I figure, since most of this is probably run by Civilians, the hiring freeze that the CiC implemented is going to slow things down even more. I'm guessing they were short handed to begin with and telling them they can't hire more people unless it's justified as a critical position (which I'm guessing it'll be deemed that these positions are not) won't get any more people working on it, resulting in a larger backlog.
Good news is that this is the first scroll published since the new administration came in so that's a plus.

I think it moves all the time but is not getting updated as mine was never at the JAG. It has been to three offices the entire time on the scrolls, day 1 it was at the Dep CoS G-1 and stayed there for 120 day until I turned red.

According to our State HR office today, my husband's rank has changed on the P01-17 scroll from MAJ to LTC. It was explained that this happens when the scroll reaches the SEC DEC office and is usually within 1 month of the orders being published. (We do not know what date the rank changed, just that it has changed.) Hopefully, we are near the end of this very long process!

I was able to speak to a gentleman at NGB this morning (3/10/17). He confirmed that P01-17 is at OSD which is the last step in the 14-step process. He did not know how long the scroll would be at OSD, but he said there is "light at the end of the tunnel!" Hopefully it won't be much longer!!

Status update: Moved a little. Says it's at JAG now after 96 days. However, I think it might have been there sooner. Know a guy in the scroll behind mine that had their status change to @ JAG as well today. So, I'm guessing that they're not very diligent at updating status on this thing like I've heard.

1LT(P) (Join to see) - Unfortunately, they don't mean much. Before the ticker starts, the color is white, Day 1-61 GREEN, Day 62-120 YELLOW, Day 121+ RED. When you're scroll publishes it should be GREEN again.

Found this post on another site. I did a lot of Google research and hadn't seen this post before but there are a lot of people posting about their personal experiences with this process. The thing is that nobody is having the same experience, or so it seems. At any rate, someone that was on scroll 08-16 tracked the changes he saw on the G1 Personnel Gateway and put the number of days in the DoD Cycle that he was on when his status changed. Worth a look, lots of recent comments.

I'm actually wondering if our packets were at step 6. DCS G1 for the majority of the time they have been up there as the OTAJ is on step 4. Do we go back a step or is the OTAJ really OGC? Anyone have any insight?
