Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

This morning I called the phone number [login to see] ) for Renee Marshall, but instead, another lady answered, and in a manner like I bothered her. After I asked her about the status of scroll U06-17, her reply was, “What State are you in?” At first, I thought she meant my mental state, so I was somewhat taken aback, then I realized she meant one of the continental states. Anyway, the bottom line is that from now on, ALL of us on our respective scrolls must call their State G1, not the phone number above. I guess they are tired of their phone ringing off the hook. She did say, however, that U06-17 is at OSD, not at the SecArmy, as stated in the tracker. In total, the call lasted 47 seconds.

I was informed by our G1 that U10-17 was approved, effective 05 JAN 2018. Also, NGB FED REC section, mentioned that they had received the signed copy yesterday and were trying to publish the orders. Once published I-PERMs should update in about 48 hours

From the evidence thus far, I am inferring that a chain of events at the NGB caused FY17 to be one of the worst years for the FedRec process, but then again I am merely making an observation. It would require an investigation of previous FYs to run a comparison, but to have scrolls sitting at 300-days or more is clearly an indicator that something is amiss in the NGB.

Status updated and orders in my iperms. Promotion has an effective date of 5JAN2018.
248 days on the scroll + 120 days early submittal = 368 days. I guess it could have been worse; glad the wait is over!

My orders are dated 27 June so I'm right there with you. I say we do the backdate DOR to where we would have been in the event it takes too long and it sets us back a year promotion wise

As of today, U06-17 made it to that elite level in the '250-day' club. I am so proud to be amongst my esteemed colleagues on similar scrolls that also reached this stage in the FedRec process.

MAJ (Join to see) - Ok. When I typed that, I was pretty sure you were on a "P" list. Since all NG WOs are unit vacancy promos, thats what the "U" is for. Didnt know if RLOs that were UV promo were different than DA select. Havent had much need over the years to learn about your promotion system....

CW5 (Join to see) - Thanks for clearing some of that up. So all Army Officers are going through this vetting process. So is the Air National Guard, they are just more efficient, because the promotions I have seen from them take about 4 months. While I think vetting is a good thing, I think it is terrible for the individual officers to absorb the effects. Correct me if I am wrong, our promotions are not backdated for Time In Grade or pay purposes? So the date of rank on my state promotion orders of 1 FEB don't really mean anything, because I haven't been 'screened.' Fast forward in an unchanged system, what happens after 3 or 4 promotions with a year of processing time each? Someone is potentially retiring a grade less than they otherwise would have. Sure, a CW4 or MAJ may not make as much noise about it. This change happened just last year, and how many more promotions do they have to go? Contrast that with a 1LT or CW2...losing potentially multiple years of TIG is a big deal when you are with the Army for the long haul. Not to mention the thousands of dollars lost...I don't need to explain that, everyone hates losing money. If the Army wants to vet us cool, but back date us is my take.

I agree 100%. We should be back dated to our state's date of rank. I don't care necessarily about back pay but for TIG for future advancement.

In some cases, ABCMR has changed DOR when there were extenuating circumstances. It doesn't happen often tho and doesn't change for pay. It must be extreme and outside of your control tho (dont ask me what 'extreme' is).
Thinking back, its interesting that in the old days, at least for WOs, our DOR was backdated to State Orders date, including for pay. In 2012, my last promotion was backdated to the date FedRec was approved, but even back then, it only took a little more than 2 months from State board. Back then, I believe CNGB was delegated FedRec approval authority. In 2007, it took a little more than a month.
Again, for WOs, there has been a change since 2012 that now requires SecDef approval (delegated from POTUS) on FedRec orders.

Do any past participants on this thread have any insight on The Board for Correction of Military Records (BCMR). Some have stated that their scroll published date was changed to the day prior to subsequent scrolls for that fiscal year. Can anyone shed some light on the process itself, or if this is an accurate statement?

I don't what's been happening, but I can comment on the effect....This entire process is destroying morale. I have friends on U06-17, U10-17, U11-17. All of us have earned our promotions. We are being punished for the misdeeds of a few....The FED REC process in it's current form needs to end.....

CW4(P) (Join to see) - I agree 100%. That was one of the first lessons I had in leadership as a young SPC. Don't mess with people's pay and promotions...it absolutely destroys morale and turns good Soldiers into bitter Soldiers. Apparently that lesson missed those of the Fed Rec process. The only good thing for me is that my ADOS orders have ended, so I am no longer doing the job of an O3 full time for the pay of an O2.

Comparatively, U06-17 is beyond the stage of dead horse, because its fossilized remains can be traced back to the Mesozoic Era when the dinosaurs roamed the earth. It is therefore likely that the fuel in my truck were as a result of the oil extracted from U06-17's fossils.

I am tracking from historical data on this post, that 3-17 and 7-17 scrolls published over 3 months ago. No other scrolls have published in that time that are being tracked on this thread. So my question is, did they wipe their brows, slaps some high fives and take the rest of the fiscal year off.

I am in L03-17 the clock stopped ticking at 140 days and says awaiting Sec Def. Does anyone else have this issue or has it not been updated and anyone from L03-17 receive a published FedRec?

CW3 (Join to see) - Today it is at 160 Days, I am at 268 Days since my State Order. I just left our State Rep who submits packets to NGB. According to DPRO it was kicked back by SecDef on the 28th of AUG and will have to be submitted once the issue which was caught is checked estimated 2 more months. This kind of reminds me of punishment of the masses for the mistakes of the few but that is just me I guess. Since Compo 1 and 2 do not have to go through this process I ask myself why are we not bringing our promotion processes in line with that of COMPO 1/2 so that COMPO 3 is not scrutinized and put through this process. I know the back pay is a blessing for me and I cant imagine what agony will exist when I am waiting on CPT and further. I would probably be making waves if I was in your shoes Chief. All and all, I don't agree with this process one bit and never want to hear another individual tell me " Well, it is what it is sir. At least you get back pay." There are devastating 3rd and 4rth order effects that this process has on all Officers at all ranks. I've been mentored by enough Warrants to know that, and after 12 years of service come next month I can say this isn't right. I could go on but I think I am going to stop for now, less I get diagnosed for high blood pressure and hypertension at my next PHA.

Yes Sir, and when I talked to Renea she had no info. She said wants it starts the scroll she can no longer track it and that is taken 6-9 months once it shows up as a scroll; which U06-17 didn't show up until 2Mar17. So maybe by fall 2018.....

I got my state orders 27 June, and it showed up with a scroll two weeks later. Then September 1 I get an update that it is at 32 days and at JAG. I didn't expect to be a day 1 for another couple months so they have made a huge leap forward it terms of efficiency since they reduced the number of personnel on a scroll.

Talking to Ms. Marshall the FEDREC section chief, of course she did not give a timeline or any valuable information of when P08-17 would be signed but she did confirm that the scroll was at OSD and pending signature....Just hoping it is signed before I redeploy, smh. Would hate to go an entire deployment waiting on a promotion.

I have a question for you, did you receive your commission through your state or were you federally commissioned through ROTC or OCS at Fort Benning be. I believe if you are state Commissioned there's some extra steps that may be required for federal recognition. Since all reservists receive federal commissions we do not go through a recognition process.

MAJ (Join to see) - Sir, that is why its easier for officers to move between active, reserves, and NG. You may have heard of "state orders" being cut for officer promotions. This is just the initial process before NGB starts the FEDREC.
