Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

1LT(P) Q J. - Yeah I was hopeful to get on Active Duty under the CAD MILPER 18-56, because it didn't state that WOs had to have WOBC complete. It simply stated that we needed to have experience, education, and training in our field. Well that Milper message has since been updated and now it states WO1 have to have WOBC complete before being considered. I am not even scheduled to start WOBC until March 2019, so now I am hopeful for the reserve AGR option.

On "My AKO/ORB/FED REC status" tab, does anyone know what the colors (Red, Amber, Green) represent when it's filled in on top of the "number of days in the scroll"? Today, mine shows "120 days in the scroll" but it just has the white background without any color. Yesterday, it was amber/yellow with 119 days. Just curious.

Our state OPM is awesome. He just sent a new update. Here is the *actual* status of scrolls of of 2 Feb 2018. Those of you on D08-17, it is now back at OSD, so hopefully this means it will be signed soon.

Any way you can get an updated list for almost 2 months later? Im on L04-17 and my FEDREC G1 page says JAG, but this says DMPM so Im curious to what this list would say now. where do you find this? 218 days in the process for us 04-17 guys and gals.

Yes, I am back, and yes scroll U06-17 is now deemed a relic. In fact, I think I am going to contact the archeologists at the Smithsonian Institution to examine the scroll by running it through a carbon dating process. They may, in fact, scratch their heads in wonder because the half-life decay far exceeds that of carbon-14. Their final assessment on the original date of scroll U06-17: inconclusive.
In all seriousness, I learned from our CCWO that another 180A (SF Warrant) went through the FedRec after me, and received his promotion within the past 2-months. Then he added that U06-17 is setting the record (for our state, not nationally) for the longest time it has gone through this idiotic process. Needless to say, my inner 'Ranger mad...ranger smash' came out, followed by flipping tables and getting into my car to unleash my road rage...on everyone, even to the cops that pulled me over after conducting a high-risk stop. While I was on the ground, and with my hands spread out, I turned my head and spoke out of the corner of my mouth to explain, in detail, about the FedRec process. The officers dropped their weapons at their side and almost like a church chorus, they collectively sang, "Ahhhh, we don't blame you! La la laaa.....we know about the FedRec, a national disgrace....la laa la!" It was magical. I dusted myself off, got back in my car, and drove away as the officers said, with tears rolling down their cheeks, "There goes another victim whose oxygen was stolen by the thieves running the FedRec process."

Negligence, apathy, and overall complacency are traits that cause systems to deteriorate to the point of utter disrepair. Unless the NGB purges their workforce and replaces them with government and contract employees who truly care about this country and the military, the NGB will continue into perpetuity to be a symbol of ineptitude at its worst. If I was the NGB, I would be embarrassed to stand before the SECDEF's desk, after which he may suggest they close the door behind them to receive a..ahem...good ole fashioned talking to. What the NGB did is not how SMs are supposed to be treated. Disgraceful, utterly disgraceful.

I am U06-18, I know ...I know... I need to be patient right? This process is ridiculous when you consider all we are required to do to get promoted. Normally it would not be such a big deal but since I am deployed it is a big pay difference. My Fed Rec status has not changed in more than a month. If anyone knows of another tracker please point me in that direction.

I checked it this morning however and it has finally made a move. My packet was submitted to NGB on Feb 1st, 2018 so I'm prepared for an end of the year order being published. CW4 David Morrow

QUICK UPDATE: For those that are on Scroll L01-17 & P01-17; our packets are at OSD. Apparently the tracker system hasn't been updated as the individual who manages it has been out out on leave for 3 weeks. So have no fear they are moving along! Not too much longer!

Your story sounds just like mine. My order was published October 21st. It was over 90 days before it appeared to start moving in the scroll. I understand that Army wants to ensure it promoting the right people and no one slips through the cracks but this is become silly. I am just hoping the scroll publishes before August (AT).

Was wondering, usually Warrant scrolls go pretty quick through the process but I have been noticing that all the P0-18 scrolls have been going through super fast compared to the Warrants? P04, P05, P06, P07 are all I believe at the SecDef already. I am on scroll U04-18 and still sitting at (Awaiting Off of Dir of Mil Pers Mgmt) Just some thoughts.

I have been watching U04, have a couple of people in my Bde on it. I really dont think there is any hard effort at making one or the other faster. I think it is mostly based on the number of people on a scroll, and just when it hits the desk. U04 is a little exceptional as it has 112 on the scroll, vs 63 on U01 and 77 on U02.
The good news is that at least on my report from NGB CCWO, there was not a U03. I dont know why, maybe it just get left off the list I got back in Jan, but it may well be you guys are next, and its just the size of the list thats taking a little extra time...
Good news is DPRO is showing U04 at DMPM about 32 days. U01 was there about 31, 10 days at SecArmy and 52 at OSD. Although, dont go exactly by those numbers. I firmly believe that scrolls are processed in each office on a schedule, rather than as they arrive. That means they may get done, for example "every other Friday" or something, and it just matters when yours hits in that cycle. It could be 2 days if it arrives at the last minute, or 2 weeks, if it comes right after the cutoff.
Pentagon offices LIVE on routine. There's way too much going on to just drop everything. When I was at G2, we had to have read-aheads in something like a week or two ahead. What I hated was that usually what I was briefing had totally changed in the time between the read-ahead and the meeting (especially because the meeting usually got pushed back a few days). But, I learned to live with it.
I'm not implying it was chaos. Only saying its the way people handle things. 3 & 4-star signatures require a lot of work! More than any Reservist can usually imagine, if they haven't done a staff tour.

Until this issue receives media and congressional scrutiny, in my opinion there will be no improvements to the efficiency of this process. Bottom line -- it's not broke but it is barely functioning with significant bottlenecks throughout the process which in many cases renders the DA Board process a viable option when it otherwise would not be. Just my personal observation.

Here's another issue to this lengthy and idiotic process. I'm currently sitting on scroll D16-17 and am now at 210 days as of today for promotion to CW2. For me, I get my DOR backdated and the difference in pay. For CW3's and up, they don't have that luxury. So, those folks now have to stay in for another year to get the full benefits of retirement at that rank (if they choose to). One of my fellow Warrants in my unit was looking to retire out of the Guard and had plans set up once he picked up CW3. He now has to put those plans off for another year or more just because of the scroll taking as long as it is. Not only is this an issue, but morale is also suffering because of it. To make matters worse, the scrolls behind me are at the same point I am in far less time.
I've heard, but cannot find, there is legislation currently in Congress at the sub-committee levels to address this issue. I personally now a CW3 that was on the scroll for over 400 days which is border line criminal! I fully understand that we have Soldiers getting promoted with issues in their past but we're holding up an entire list of people waiting to get promoted because of these people. Why does the Army insist on punishing the masses over the few? That question has always baffled me.
I've heard, but cannot find, there is legislation currently in Congress at the sub-committee levels to address this issue. I personally now a CW3 that was on the scroll for over 400 days which is border line criminal! WO1(P) (Join to see) - The (d) refers to W1-W2 promotions. They are scrolls that are not in the same priority category simply because W1-W2 can get backdated orders to the time of eligibility.

Anyone have any info on scroll U23-20? There seems to be nothing on it, and it has been showing "0" days in the tracker for a while now. Its weird because there seem to be later scrolls already ahead of it (I know they aren't always in order though).

CW2 John G That is not encouraging. The only thing I know about U23-20 is that on the individual fedrec trackers it still shows 0 days. However it has said that for almost 2 months I believe.
