Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

Congratulations U06-18! U04-18, L03-18, and L02-18 need to chime-in to update us on their status.
Usually all the scrolls at SecDef are signed at the same time. If that's the case, P10-18 would become the oldest scroll at 143. If L03-18 published, it would really help bring the average scroll time down with only 114 days on scroll.
The system is not perfect yet, but since I've been tracking over the last 6 months, the process has gotten significantly better. I hope the people in DC that are assigned the project of improving the process don't read this and think they are done. We are far from done.

L02-18 and L03-18 still at OSD. I've been deployed for the entirety of my time on the scroll. After the input from CW5 Bruce B., I am guessing that L02 and L03 will publish mid-late OCT.

I'm on U04-18 been 225 and sitting at the SECDEF nothing has moved so i think technically we are the longest on the scroll.

should be immediate (1 day or less). Mine did. I believe NGB puts them in IPERMS, but your state has to update SIDPERS, etc...

12-18 updated today and for the first time is showing an actual status of "Awaiting Off Dep Ch of Staff Personnel". Anybody know if that's what the process calls DCS, G1?

I wouldn't worry about tracking anything before your scroll gets to JAG. There are a few departments that never show up on the tracker. 10-18 hit JAG at 10 days on scroll. That was 36 days after the tracker first stated "Awaiting Scroll".

I'm on P12-18 as well. Status went from "Awaiting Off DEP CH of Staff Personnel" to "Awaiting Off of Judge Advocate General". This happened for the entire scroll... Any idea why it would go backwards? It's currently at 38 days.

06-18 is now over 180 days and has been at OSD for over a month. When the published order comes out, as it did for the previous two scrolls, the effective date was nearly the beginning of the month.

I want to say it will start moving but I have little faith we will see it before the end of August. Sadly the OSD is only supposed to take 21 days. Average at his level has been around 45 days.

No its not a big deal for me on this one, I do feel for everyone that wont get their promotions back dated. I am fortunate that the BN I am in doesn't care whether I have one or two dots, however some do. I am sure its the same for 2LT to 1LT and a 1LT words will carry more weight. I assume the this is the reason W1-W2 and O1-O2 take longer, there isn't a rush because they are back dated. Best of luck to you and I really hope they get this process streamlined.

P08-18 is at the Army G1 at 95 days on the tracker. Last I saw, P10-18 was less than a month behind P08. My best estimate watching the other scrolls is about mid-august for P8 so I would assume P10 would be early September, but those are all guesstimates.

Yes.
Official DOR is (usually) set at the date OSD gives final approval for promotions to CPT and CW3 (and higher). Back pay to that date is paid.
For promotions to 1LT and CW2, DOR is usually the date eligible (mostly, TIG and PME requirements met) and back pay is paid.

My state order posted 17 Dec 17, but my packet didn't get assigned a scroll until May 18. Can anyone provide any update to P11-18? I have asked internally, but received zero response. I'm a little curious when the tracking timeline begins, as I have received a ton of answers from s.h.-lawyers. It had already been five/six months when they finally came around to assigning a scroll #. So another six to nine months if we're lucky? Thanks in advance!!

1LT (Verify To See) I saw that on the G1 Tracker as well. I was curious as to the actual location of the packets. The snapshots of the tracker for scrolls the potential location for them. Just curious. No reason to watch water boil on a flawed system.

So the big question is...How will this potential backpay all shake out with the new NDAA, and when would it actually take effect? 1 Oct or 1Jan FY19? It’s a long shot at best. But, I’m thinking we are going to see a huge outflux of scrolls prior to any payments.

As has been said here before, remember, we are not the only ones on his desk. If you figure there are probably about 7 NATIONAL GUARD scrolls at OSD, extend that to the other four (five?, six?) Services its not hard to imagine there are probably another 30 or so scrolls mixed in with NG scrolls.

P12-17er here. My paperwork STILL has not hit my iPerms yet. After pushing it up to BN which then pushed it up higher, I'm being told that my record was deleted sometime after it published and before it hit my iPerms. So I'm currently stuck in limbo. The fun apparently never ends...

That sux, but AFAIK, the only thing that comes back is the NGB-122e. And everything (again, AFAIK) is done in SATS (the NGB tracking system), so nothing gets 'deleted'...

I would think it wouldn't be that difficult either but apparently it is. I started pushing the issue about 2 weeks after the order published. Had very little response until June 1 when I received the following in an email to a MAJ a couple of levels up: "Yes Sir. I called this morning to ask about his packet. They are trying to figure out what happened because his entire packet was deleted by someone at NGB on 07 May 2018. They are in the process of seeing what the issue was, and if/how it can be fixed." I've continued to push but have had a few minor responses but nothing valuable. Good times!

I think this is one of those things that they do on a schedule. For example, every other Wed afternoon, or the 3rd Friday of the month. There is just too much important going on and I'm sure his schedule is much more regimented than just an 'ad hoc' basis.
I'm sure he feels promotions are a very important task, but there are a lot of things probably higher priority...

So D16-17 (242 Days Total) is at ASAMRA and has been there the same time as my scoll L04-17 (272 Days Total). Seems about right. But, Scroll P03-18 hit ASAMRA and then hit SECDEF 14 Days later, and only has a total day count of 152 Days total. More than 100 less days that either of the two above scrolls. Either my scroll L04-17 and D16-17 had some jacked up paperwork in comparison to P03-18 or something else happened. Call me insane for looking so in depth. Id love to be a fly on some of these scrolls as they go through the process. However, Thanks CW5 (Join to see) for the info along this journey.

I guess my issue is that the Scroll process isn't consistent at all when it comes to the time frame spent at certain steps. U04-18 I've been sitting at the JAG portion for like 38 days or so now. My good friend on an earlier scroll went through in like 3 weeks and then a couple days at the remaining steps and is sitting at the SECDEF waiting to be signed. it is very frustrating that I cant at least factor in prior scrolls timelines for each step because it is so random on how long each scroll stays at a given step per day.

None taken, Nicholas! I am glad you kept up with things! I wish I had, and I wouldn't be sitting here waiting on W5 after 38 years. Once I got WOAC done, I learned my lesson and did WOSC and WOSSC on time, but my mistake still haunts me.
Kelley, I have 2 W2s on U04 and it has seemed to be a little longer. U01-18 was at JAG 40 days, but my tracker only starts when we got there, so it was probably more like 60. Then 30 days at DMPM and 10 to OSD. I see U04 as just at 40 days, so hopefully an update soon....
I'm pulling for everyone, but remember, this probably wont be the last (or the worst) you get screwed in your career... Look on it like WOCS. You get to tell all the people in coming years they had it SO much easier than you did! :-)

CW2(P) Nicholas Seymour - Chief, the new legislation doesn't help anyone on the scrolls. If you read the verbiage, it only applies to those who have not been state approved as of the approval by the president. So in trying to take care of us they once again miss the mark.

And while the legislation 'fixes' the DOR, it is directed at Service Secretaries.
Right now, 15 of 33 Army Guard scrolls are at OSD... At least thats enough to get noticed!

CW5 (Join to see) - Granted, the staffing process has definitely sped up and even the JAG screening seems to have become more efficient. It is really sad that it took the NGAUS and a few screaming service members to get it to that point... I hope SECDEF takes some time this week to sign all the scrolls sitting on his desk. I don't want to be a member of the 300 Club! LOL!

True, but orders to CW2 (and 1LT) are already backdated to eligibility. That may be part of the reason that UVP and DA Select scrolls are hopefully given a priority when processing....
