Why is there unequal treatment between Government agencies? Why can you stay at the Navy lodge with a DOD badge, but not a DHS one?

The Navy lodge is operated by a subset of the DoD. The DHS well, I suspect they wish they were the DoD. The use of DoD facilities like the Navy Lodge (and similar programs) all run under the Navy Exchange Service Command (or other branch specific commands) and as such get funding from the DoD. They are designed to be used by Active Duty, Reservists service members and retirees.
I would never call this unequal treatment. Last I checked my DoD I.D. does not give me carte blanche access to DHS, DoJ, or (insert alphabet soup organization name here) facilities. If those organizations want something like that then they would have to fund them.

Thank you; with the horribly high prices at the exchange I did not think that they were funded by the Government. I thought that the reason was concern that I would use the exchange. I never bought anything from there when I was on active duty.

Because DoNavy is part of DoD but not part of Dept of Homeland Security.

A CBP/INS person would be able to use their badge to stay at a DHS lodge if one existed.

TSgt (Join to see) - thanks; already served in the Marine Corps. You must be active duty, reserve, retired, DoD civilian or 100% disabled vet.

Cpl Kevin Osborne - And you obviously no longer fall into any of those categories. One of the benefits of continuing to serve, or being retired or a disabled veteran is access to the facilities. You made a choice to ETS and not continue a career as a Marine. Best of luck to you in your new career.
