No, you will not automatically be promoted. You are simply an E4 in a E5 position doing the work of an E5.

No, you will wait.
You are promotable on an MDAY list. You were not on the AGR promotion list this year.
You will be on the next AGR promotion list, and will promote off that.

Most entry level National Guard AGR positions are at the E-5 level. Generally speaking once your begin the position and are MOSQ you will be promoted assuming you have completed BLC and have met the minimum TIG requirements for promotion from E-4 to E-5. In most cases you are receiving a career opportunity advancement selection, this will bypass the promotion list. You should be laterally promoted to CPL on the date you begin your AGR tour, and promoted to E-5 when you have met all the criteria, if you have already met the criteria your DOR for SGT should be the same as the date your AGR tour begins.

I dont know if this will help but this is want happened to me: I was a PFC with 18 months in service and (after getting chosen by my 1SG from a pool of 800+ other army privates and specialists) I got transferred to tactical operations when I got to iraq. It was an NCO position, they send me to promotion board two months later and when I hit 20 month time in service and had 2 months in theatre they "jump stepped" me (waived the time in service requirement. also known as a 'battle field' promotion) to CPL. It happened over a few months, so yes its possible it will happen soon but they tested me first so treat it like a test of your leadership.

I believe the line causing your confusion is: "I am not eligible for promotion consideration selection other than in the position currently assigned"
This is saying that you can be promoted ONLY in the AGR position you are hired for some examples of how this applies:
1. You are hired as an E-4, you can be promoted to E-5 once you have satisfied all criteria for advancement.
2. If you meet all criteria for advancement to E-6 you will not be promoted to because the job you are slotted into is set at E-5.
3. The minimum TIG requirement for E-5 to E-6 is 10 months, you could not, at 10 months seek out an E-6 position.
Effectively this line is saying that you cannot go and seek out an E-6 position until you have made it half way through your initial AGR tour.
