With all the program names VA has put out, are we due yet another?

Recently there was an article that for purchased community care, VA has about 6 or 7 different programs which carry different eligibility criteria as well as names. The most recent many could relate to is the "Choice Care Act" (as defined by Congress), some of us older veterans remember "fee basis." Many times we look at these titles as the same, just a different name. What would we call a new program that would persuade veterans like us to think VA is serious and the program is completely new or revamped for success?
