“The National Institutes of Health inventors have developed a mobile health technology to monitor and predict a user’s psychological status and to deliver an automated intervention when needed,” according to the notice published Wednesday. “The technology uses smartphones to monitor the user’s location and ask questions about psychological status throughout the day.”

“Continuously collected ambulatory psychological data are fused with data on location and responses to questions,” the NIH said. “The mobile data are combined with geospatial risk maps to quantify exposure to risk and predict a future psychological state. The future predictions are used to warn the user when he or she is at especially high risk of experiencing a negative event that might lead to an unwanted outcome (e.g., lapse to drug use in a recovering addict).”

Hasn't there been several Science Fiction Movies and Books written about this already? Hell they want to hook me up with an Auto Inject system that gives me a Push a Happy Juice when I become that "Cranky Old Man" I'm not going to argue. LOL.

CPO Andy Carrillo, MS - I disagree. Making this a requirement to get something that I'm already for (VA benefits) is illegal in my opinion. This goes beyond the Fourth Amendment. It delves into personal freedom and liberty and that is also illegal. It's a slippery slope when our government starts implementing new "requirements" in the name of safety and security.

FYI: When Is a Veteran Incompetent to Manage VA Finances?
"A veteran can be deemed incompetent due to mental disability, advanced age, or even physical infirmity. A finding of incompetence must be supported by medical evidence or a court ruling. In some cases, a court may have ruled you incompetent, and then the VA will also find you incompetent to manage your benefits.
Other times the VA will rely on the findings made by the VA doctor who conducted the Compensation and Pension Exam when deciding that a veteran is incompetent. The Compensation and Pension exam is the exam that is ordered to evaluate your disability after you have applied for disability compensation. The report from this exam will contain a medical opinion about whether or not your disability is service-connected, but may also include information about your mental capacity to handle money.
The VA also relies on medical findings from your routine medical visits to the VA (or a private physician) when deciding if you can handle your own VA benefits or not.
Being found incompetent by the VA to manage your VA benefits will not affect your right to handle other finances or assets you may have." That NIH app might make it easier for the VA to deem you incompetent, especially if you refused such monitoring. That is the 'slippery slope' you mentioned.

CPO Andy Carrillo, MS - Very slippery slope indeed. Because one may possibly choose to refuse monitoring the VA can now (possibly) deem them unfit and incompetent to handle their finances and other affairs. The last time I checked this is still the United States of America and we still have a Constitution that guarantees our rights and freedom.

You've got the idea on how a Catch-22 would work: volunteer to use this mental health app so VAcan track your mental health status 24/7; if you refuse VA will deem you incompetent and require your compliance IF you wish to access federal services...
