1. All leadership DoD wide will be evaluated by their subordinates on one block of their annual evaluations.
2. Uniforms DoD wide will not be changed any more often than 15 years unless for safety or mission concerns. Common uniforms appropriate to the theater will be worn by all troops unless specific clothing is required by individual taskings.
3. EOD will be funded, trained and equipped as a separate DOD branch. This WILL expedite TTP changes as battlefield conditions dictate, more efficiently provide combatant commanders with the necessary outfitted and properly trained teams and eliminate branch overlap and duplication of effort. For DoD, USSS, DoS, and civilian requests for EOD support missions, teams will be spread evenly by mission requirements ie. Naval specific environments such as below the water line searches, will be done by teams qualified for such environments.
The new EOD Branch will be administrative controlled and tasked for missions by JSOC and will ONLY be OPCON to the USSS or DoS as missions dictate but will be ADCON by JSOC.

Hey, it can't hurt to float a request that has been brewing for 30 years or so.

Tough question, especially since everything I knew about my branch or the DOD is completely FUBAR now. Here's my list:

1) Bring back the A-10 Thunderbolt II and plan for indefinite improvements. The A-10 is the best aircraft we ever had for air-to-mud warfare. The concept of multi-role aircraft for close air support (CAS) is, and always will be, folly.

2) Reverse all the cuts and broken promises for lifetime medical care for military retirees and their families. The active duty members and prospective recruits are watching how the retiree's are being treated. We cannot afford for them to lose trust in the military retirement system as it will severely affect retention and recruiting.

3) Bury political correctness. It's a curse on readiness and proper planning.

FUBAR is right. I've been gone since 2005 and I'm floored by what I see and don't see. I work near a major naval installation and cut thru the base on heavy traffic days to get around the telephone booths with drivers. Sailors without covers, officers without covers, tan and black uniforms for E-6 and below, guys holding hands, ships under a rust profile, Navy kids with 90 rounds a year wearing ballistic armor and having two weapons, one slung, one holstered...the list goes on...I can't even imagine what life is like underway, much less in a liberty port. Your A-10 is spot on...medical too. Political correctness is here to stay apparently as too many have become sensitive. Let's hope we stay at peace...because war will become a difficult proposition in today's military...

I can only speak Marine Corps specific but here it goes (in no particular order):

1) Meritorious promotion boards. So many Marines get promoted because they look good on paper. So what if you can get a 300 PFT, have a black belt in McNinja and know how to set up a junk on the bunk? I understand that these are the basics but can you do your job? There should be a test to show you are MOS proficient before you can even be considered for a meritorious promotion. These "meritorious" Marines are expected to lead Marines within their charge and one of their jobs is passing along their MOS knowledge, how are they supposed to do that if they are barely proficient in their job?
2) ServMart/CMSC or whatever you want to call it these days. The DoD wastes so much money contracting with companies that offer supplies and equipment. Allow units the authority to open purchase if we can save the government money. I do not know how many times I have went into CMSC to purchase supplies and been astounded by the prices we pay. I have seen the same (and I mean the exact same) items in town for much cheaper, not to mention the sales, coupons and military discounts we could use. Sorry, I've been known to coupon a little.
3)Administrative separation for drug use. We waste too much time and effort on those individuals who have chosen to use illegal substances. The military has a ZERO tolerance policy on using illegal substances, so kick those individuals out post haste or send them to the brig. Stop offering them fast track or taking it to court martial. Make one standard for all, I am tired of seeing us keep Marines around for months after they have popped positive. Not only are they getting their benefits but they are getting paid while they wait (obviously they lose some money at NJP) but they still get paid. I do not care what their family situation or lack there of is, they chose to do drugs so they must suffer the consequences.

SSgt Cassie Utsey I have first hand experience with the meritorious promotion point you made. Being meritoriously promoted and not knowing your job is one thing that troops have a terrible time understanding. I was a CPL in my squadron for a few months and leadership decided to meritoriously promote one of our brand new LCPL because he was appealing on paper. This individual received the meritorious promotion with little time in his actual job duty. I made it my duty that he learned. He may have not had the knowledge that I had but he now had the same rank and was essentially a leader now. I taught him what he needed to know immediately for the job duties, but leadership is what I spent the most time on teaching him. He became a good NCO and had the potential to become great. He just needed a bit of mentoring. The job stuff came later. I believe he still is serving and I am out.

We must also stop the automatic upgrade of 'general/adimistrative' discharges to honorable. I know several who joined, not committed or should not have passed pysch evals, now have FULL VET benefits.

Gay soldiers have been in the military since there has been a military, literally hundreds perhaps thousands of years. I've known very masculine gay males that would likely break your jaw and possibly kill you if you told them that they couldn't fight for their country. Just because someone is sexually attracted to the same gender has no impact on their ability to do their job. If a soldier won't act in a professional military manner then maybe they should be chapter ed out for misconduct failure to adapt to military life or conduct unbecoming, whether it's due to being flamboyant or simple refusal to conform to standards and regulations. I can see the point of hormone therapy for a transgendered soldier in regards to deployability, so maybe reclassing to a non-deployable MOS for soldiers that are transgendered. Provided that a soldier can do their job then they should be able to participate in whatever Consensual sex they want to within the privacy of their own home or barracks room. Anyone that practices bestiality, pedophilia or rape should be court-martialed. You don't want to see two men kissing? Then don't look at the couple that you know is gay. Maybe your discomfort stems from your own latent homosexual tendencies or ideation.

Capt Michael Greene - I am unaware of what CPL Hildebrand was referring to with his comment, but I can tell you from real world experience that it is no place for women. This is not out of a dislike of women, or some grudge based on gender. I am not saying they are not capable, but that they are not built for the demands placed on their bodies. I say this because as a prior infantryman, I was asked to live in some pretty unsanitary locations where I did not bathe for four months. I was able to use baby wipes but there is only so much that can be done about it.

For a woman, hygiene is crucial to their survival as well as ours. They have a monthly cycle that everyone knows involves blood. These cycles put them under undue risk for infections, blood borne pathogens, and disease. Even without the monthly visitors, baby wipes are not known for preventing UTIs.

Most of the combat locations we fight in these days are dusty and dirty third world countries. Housing woman at FOBs or airfields keeps them within reach of much needed sanitary products and showers where they can care for themselves. It is not about the job, but more the risk to them and their units that I feel this way. I hope you understand.

1) Remove these useless classes i.e. SHARP, EO, Resiliency. While these are problems in our ranks, giving classes is like putting a bandaid on an amputation. Root out the troubling SM's, extra duty, take pay away. Because powerpoints won't change anyone's ways.
2) ENFORCING THE CURRENT STANDARDS
3) Train in our two tasks as members of the Military. Being a damn Soldier (Shooting, First aid, map reading, etc) and be proficient in our MOS. I can't tell you how much paperwork, classes I've had to take that are not appurtenant to my duties as a Soldier.

King for a day...hmmm....DOD wide...First, all services would have one uniform standard. Unit identifiers such as squadrons, battalions, units, ships, etc. would be still be unique, but if you are in the armed services, then everyone would wear the same uniform. Secondly, USMC personnel would go back to the gates for Navy/USMC installations, and USA personnel for USAF/USA installations. One Security command would govern and provide policy. Lastly, briefs of mission elements, announcements, deployments, returns, etc. would cease. John Q Public has no need for this information. Transparency of government actions in governing is one thing...but this information creates a security concern and allows for observations and planning to occur by opposition forces against armed services. The military and politics mandate a line in the sand in the same recourse as defined between state and church. PR must always be positive and reflective to the American values, otherwise it becomes propaganda for our enemies.

One sniper or worse one semi trained forward observer with a radio to a mortar team would have cost the lives of many.

1) Give all soldiers the option to choose matching TSP contributions for a reduced retirement pension. If the TSP funds perform anything like they have done in the past, this will save the government money and increase individuals' retirement savings. This also helps improve talent management by increasing incentives to serve, especially if one doesn't plan on serving 20 years.

2) Require potential recruits to pass an APFT test before they may enlist. You shouldn't be allowed to join the Army until you have demonstrated the motivation to pass the test. This will save the Army money as well because less weaklings will be getting injured on the government's dime.

3) The military should provide healthier food and eliminate unhealthy options. Yes, I understand healthier food tends to be more expensive, and am thankful that there has been a great salad bar at every DFAC I have been to, but seriously, why are there still sugary sodas, cakes, breakfast bars, and what not? That does not increase our soldier's fitness for duty.

Love how the Army is always self-assessing and open to change though.

Private, there was no way I could have passed an APFT w/o the training Basic Gave me and I would not say I was weak because PRIOR to going to basic I broke both of my legs and an arm! I had to get a waiver to get in!!!! But here I am!!!! I got recycled (not because I got hurt but because I needed the extra PT, 17.5 weeks almost 2 cycles back to back, I went from 260 lbs to 183 lbs. Right now I am 212 lbs.
Asking someone to do something for FREE that could get them injured as a condition on joining where does that leave the person if they get hurt? Do you propose they go to the VA they haven't sworn in yet since they haven't joined and aren't the Gov't's dime SO they aren't Veterans so where does that leave them "Shit out of luck?" (I mean what if they blow their knee or twist thier ankle or hurt biceps/triceps or chest? during pushups?) What if it means they can't do their civillian job and via your logic they can't join?
It is why we have basic training to train people up to avoid injuries, not because some people are weak.

I've always believed the military is not a job nor should it ever be looked as such. It's a lifestyle. You either accept it and move up accordingly or you get out. The what's in it for you is three squares, a bed, free medical and quite possibly four hours of sleep daily. Basic training is for the weak, the strong, and the mediocre. It's a melding proposition to break the character of the individual down and build the sailor, soldier, airman, and marine into a cohesive fighting unit. Believe it or not, that's not bullshit. What is bullshit is that people volunteer for a gain, a "what's in it for me", a marketing gimmick that the military promises. The military has created this climate and it should fall back to cornerstones of leadership and purpose. As a PFC, I would expect complaints, notions of better means of doing, and "I got an idea"...rise up young man, become a CSM, then make the changes needed. TSP is a gift...thank you for your service...and your ideas...although I may not agree...I do appreciate a young man that will use his man voice. : )

1: As the LTC above me said, social engineering needs to end. The military is nothing like your local 7-11, bar and grill, etc. Stop making it out to be.
2: Pay attention to the lessons of those who came before us. The Humvee proved to be a death trap on OIF… the politicians' solution… buy more Humvees! Finally, the MRAP came into play… some 30+ years after the Rhodesians and South Africans figured that out (by the way, many of the ones we've taken into inventory are designs from there which have been around since the 70s). It means we'd also need to clean up the acquisitions and contracting processes… you can't convince me someone wasn't paid off to procure more Humvees as a solution to the Humvee being a failure, purchasing that American Growler POS, etc.).
3: Uphold the standard, period. That whole scenario with that CSM from the 8th MP Brigade should never have been. Period. End of story. That sort of RHIP crap is 75% of the reason I got out. CSM Flournoy's actions and her unit's unwillingness were not only detrimental to her unit, but to the MP Corps, female soldiers, and minority soldiers collectively. Regardless of how I or others might feel about it, with new roles being opened to female soldiers, I'm sure CSM Flournoy's name and her unit will repeatedly come up in those discussions.

Only three? Well, it's a start.

1) Change the OER/NCOER for leaders to have input from the led, and base their rating off of that. You have toxic leaders who routinely get top blocked because they get results. They get results because we are professionals and we do our best in spite of that leader, not because of that leader.
2) Reward units that know how to save the Army money and not hurt them for wasting it.
3) Bring back customs and courtesies. Most people joined the military because of stories their older relatives told when they were younger.; the first 30 minutes of Full Metal Jacket.

RE: Point 2 ... Why do the bean counters penalize units who don't waste funding with the practice of "use it or lose it". Commanders should be at least allowed to yes, I have "X" amount remaining but here's my spending plan for next FY when we will use it for _____.

RE: Point 3 ... Walking to Waller Hall with a former CO. Coming up on a bunch of PVTs. They all formed a circle and started looking down or around. I told the CPT that I'd catch up and went back to have a discussion with that group. Un-freaking-believable!

I agree. When I was an S4, I had to come up with creative ways to spend the last few weeks of the FY, when we spent what we were forecast and we would not receive our withholding, only in mid Aug, more money had to be spent all of a sudden.

I remember being a 1LT at Fort Bliss and as I was walking into the PX a SPC locked eyes, and as soon as we got close, he did the "where are my keys" duck instead of saluting. I turned around after saying WTF, and there was a group of SGMs that said, "We got'em Sir". They were still laying into him when I came out of the PX.
