SSG Robert Burns, I believed the Milper message said it was meant to be used for people who were 2x non selects for promotion and had more than years in but less than 18. Even then TERA is not automatic.

I think it's great, but in today's Military these types of things are now frown upon.

When I made E-6 on Adak, Island, I was tied to a dolly and had a fire hose sprayed on me that seriously took my breath away. It took a couple of days to warm up. The force of that fire hose pushed me across the hangar deck.
