It's all about face.
China has to maintain a belligerent stance against the west, and as the largest standing army on the planet they can be that way. But they also know that they will lose standing (face) if they do use violence to take over Taiwan.
Their calculus revolves around maintaining the carrot and stick type of diplomacy.
