Not to defend the President but it's long been my opinion that a succession of Presidents going back many decades have abused the intent of the antiquities act, using their executive power to designate national monuments to do so for large areas that should be protected by other means (which usually requires legislation).
National monuments are supposed to be for relatively small scale sites, for example a historical building and the surrounding property or a unique geological feature they were never supposed to cover vast swaths of land sometimes including thousands of acres.

This is real. Nation Monument status closes the land to extraction leases, as well as some forms of recreational activities. In the case of Bear Ears, the state of Utah wants the land "returned" so it can be sold off.
As an FYI, the federal land out here in the west was unclaimed, "no value" land, when the various territories became states. The federal government took control of the lands as part of the agreement for statehood.
