It was a failure by many governments to include ours to state the risk was low essentially because the coronavirus was at the initial stages of getting a foothold. Many civilians agencies or entities use probability for risk assessment. If an event is improbable, it is of low risk. In the military we are taught to look at the results. If the results are catastrophic, then surely we must do something to mitigate it to lower the risk. We wasted a lot of time when we could have planned and coordinated.

This is a huge undertaking. The overall planners need to understand the capacities, expertise, and recommendations from all the cabinets, agencies, and states. Then they need to formulate a plan that can be used laterally and pushed down to the state and local levels to support them. I have very little confidence that we have done this.
