It's all about opinions in Senate though, and political calculations. Only so much in the Constitution, so they argue the difference between "and & "or". It's ironic that both impeachment and civil trial are defined by the same Constitution, but any similarity in reaching a verdict ends there. It seems the reasonable man theory does not apply at impeachment, although it may. Majority rule. I hope they get this all out of their system soon. If not, we can count on nothing meaningful getting done. A never ending circle of investigations, opposition, and "corrective" elections. With the same issues getting worse, continuing resolutions and stalled legislation along the way. Bad for morale. Makes some want to revolt. On the brighter side, we still have a vote, but the town needs an enema.

The Supreme Court won't rule on this, it's a political question.
