Who generates Additional Skill Identifier (ASI) orders for SHARP, 1B?

I have been reading regulations and googling, I have become the company VA on sharp, I have the nova credentials, appointed duty memo, certificates. I also already sent up my 4187 to HQDA to receive the ASI. however, I just need to know who generates orders for the ASI 1B?

SFC (Join to see) - I have mine in my ORB, didn't need any orders since the ASI is just to identify you as a person that is qualified to perform the duties. All I did was show my certificates to my S1, and she added it to my ORB.

sir, I'm tracking something completely different. so i just recieved my nova credentials. I am under the impression that with the 4187 that i just did to get my asi. that to show proof to have my ASI. ( saying I'm credentialed) that only way i can get the ASI. i have looked everywhere. i just wanna make i do it the right way.

The S-1 or Local Milpo/Milpercen should be able to cut the order once the approval is back on the 4187. The 4187 is just the request, the appropriate Action center must submit approval the will be in the form of an electronic message which should authorize the local PSC to cut the order or will generate an order assigning the ASI at the higher level.
