Let's face it. There are few young adults of service age who want to go to basic training and schools for a weekend job once a month. Selfless service has no relevance in their life, nor do the majority of those of age care.
Military service, including the National Guard is a very hard sell today.

Incentives and exceptions will never overcome lack of ability. Money has never proven to provide good Soldiers. Before I retired the Army was giving huge bonuses in addition to higher starting rank and free education. Despite all the cookies given the majority of recruits who joined only for those reasons were piss poor Soldiers physically and mentally.
