My personal take is the best bet is a State College that offers free or reduced tuition for veterans of that state. Online programs are convenient, but the quality is not consistent, and the "For Profit" programs have been getting lots of negative press.

I would also stay away from Big Name Universities -the professors there are more focused on research, and teaching, especially for undergrads, takes a distant place...
