This is mix of a business like promotions system, bonus, and the revamped retired system. Seems like we waste a lot of time on things that are not the main effort.

This is what I make of the "force of the future" plan

New pay tables - rank no longer matters its your skill set that's valued - so respect the pay not the rank - shouldn't cause any problems.

Repeal 'up or out' - you can more or less be tenured in the military so sit back and relax - (you don't even have to be published)

Flexible 'joint' requirements - you can work on your personnel skill set as apposed to cross branch functioning/understanding. You can always do that once deployed plus other branches love it when you show up with your head up your ass.

Career intermissions - You can go be a civilian and then come back in to contaminate military culture.

Technical career tracks - techs get paid differently as they keep the machines up and running. Shouldn't affect combat arms recruitment - as no one really cares about money.

More civilian schooling - because MBA's are lethal in the battle space.

Fewer moves - as you don't have to compete for advancement you can more or less retire while your still in. Because stagnation fosters leadership.

Culture changes - because change always goes so smoothly especially if no one wants to implement it.

Broader diversity - the social experiment continues - however a brigade of infantry midgets might be useful if we ever had to attack a circus.

New 'people analytics' - Holy shit this one could actually makes some sense as long as it doesn't get hacked.

Refining recruiting - As some 80% get turned away this is clearly a problem.

I'd say the plan is a bit out there. As there are more and more contractors in the battle space hell it might just be easier to do away with the military and start up a company for hire. Keep up the good work and wasting tax payer money.
