Not sure I follow how this comes from TX. It was a CA Rep who introduced a bill while the TX one only sent letters to the "Pentagon, State Department and White House demanding assurances that no such handover plan is in the works." Such a bill I agree is a waste of time since I would assume that President Obama is already obligated to go through Congress in order to close any base.

I look at it as more of a "shot across the bow"... Do not attempt to do this Mr President. The Pentagon would also likely adhere to their obligation to inform Congress of any attempts/plans to do so.

Obama has no legal authority to move the inmates at GITMO to US Soil. So unless and until thee fate of those housed there can be satisfactorily determined, there will be no handover of GITMO.
