There is an old saying that goes roughly, "He who hold the high ground, wins the day." Space being the very highest ground, it is important that we own access and control to it. Kinetic energy weapons deployed from space would be an end of battle scenario for anyone whom they are deployed against.

My guess is SECAF madevthe statement because 1) it's correct given the times, 2) pressure from the CCMD(s) to provide more, and 3) to head off Congressional pressure to establish a fifth Service - a US Space Force
