It's probably because they are allowed to go off post and get wasted and lose focus on why they are at AIT to begin with. You know, to learn.

Sounds more like the Army needs to seriously rethink recruit training if it isn't instilling enough discipline in new soldiers. I'm sure the Marine Corps could give some pointers.
