The meme with the cow head and it said "Moooored. Shift Colors" Basically saying that the ship has docked next to the pier and that colors (ensign and union jack) are hoisted on the mast. We also are uncovered when we are underway so when the ship is moored you have to be covered while moving about the hangar bay (at least on an aircraft carrier) or if you are on top deck of the ship.
I added the "Cover....Two" because when it came over the 1MC (intercom) either people went into the skin of the ship or they grabbed their covers. It was like watch cockroaches scurry when it was said.
