The biggest problem would be accountability to the public. All such video should be live-streamed to an independent state agency which would be subject to judicial review to avoid evidence tampering. The local police agency should be able to review but not edit or delete the original footage.

I am in favor of police using videos to record everything, however there are some downsides. First, if someone in a rough neighborhood wants to give a tip on local criminal activity it's likely to be caught on tape.... if that tape fell into the wrong hands it could cost someone their life. I'm not sure what the solution should be, however I do understand that it is a complex issue.

That was the point of Texas having exceptions. A case like that would fit one of the exceptions, but to provide accountability, here they would send it to the state AG's office who would then make a ruling. If you disagree with the ruling, you can take it to court, but the AG does a pretty good job and is rarely overturned.
