If you were injured or became seriously ill while serving in the military, you may be eligible for certain veterans benefits, including VA disability compensation, which is a benefit paid to certain military veterans based on illnesses or injuries received while serving on active duty. Certain veterans may also be eligible for VA health care benefits.

I am all to familiar with the VA Disability rate table my friend SFC Joe S. Davis Jr., MSM, DSL. The rate has stayed the same for the past two years.
While not tied to sequestration directly, I expect there was pressure to keep rates stable for the significantly larger population which is drawing Social Security benefits and the smaller disabled Veteran population.
There may well be upward movement in the rate if the baseline computations reflect inflation.
