The amount of logistics just to comb through 100 mill voters to find 3 mil is mind boggling. Could it be done, yes, with a shit ton of money. SGT William Howell, they don't need to sift through 100 million voters - they just need to compare voter registration rolls with immigration lists. You start with the lists of ineligibles and see which ones registered to vote - and which of those actually voted.
