I think you can be just as effective conceal carrying and "patrolling" your neighborhood. If he is legal I have no issue with it but think he is only causing more alarm that he is likely quelling. I do agree there are too many MOS's in the Army that never really train with their weapon. They might qual in boot camp but that could be it for their 4 year hitch. He was only in the army "briefly" which means he may have been flushed out during boot camp, who knows.

I would have a pretty direct conversation with him about weapons safety and how he conducts himself.

Capt Gregory Prickett - Thanks for the added info to complete this. Cpl Jeff N, it's true there are MOS in the Army that do not train regularly with weapons, but I know this IS wrong (making an absolute statement), regardless of MOS your assigned weapon should be second nature to you. Same familiarity as one would see with starting a car. Hell even in basic, they would take troops aside and test them to see if they knew what the hell they were doing by disassembling a weapon but the SM had to find out if the weapon was "complete" and able to perform a functions check, or did the DS take the firing pin out of the BCG (usually what was taken), and rather than admit it was missing, the SM continues on and reassembles the weapon. DS would then inform them that he thinks there is something wrong with the weapon, and if the SM realizes it, great, if not, start pushing. With ALL the deploying going on, I cannot see anyone not have a strong love hate relationship with their assigned weapon, knowing it in and out.
