some are considered "open" and anyone with a valid ID can enter...

State Id's are accepted for civilians as long as military sponsor is present that's it makes sense I've never heard of a state ID being allowed in place of a military ID.

Whaaaaaaaaaat? State ID's? Military Bases? - why on Earth would you let in someone WITHOUT a proper Military Identification?
