But look at the list - and tell me how they came up with those being the TOP TEN? Is it based on money, sheer manpower, political will? Where is Kenya, Chad, Indonesia, Ethiopia or India - or Afghanistan? Where is China listed at or the Philippines? Our USA focus on IS is that which we can see holding ground in Syria and around Mosul.... but that is one piece of a global insurgency. The Iranians have more troops involved in the fight than we do - and they did not make the list... take a look at their KIA reports of just how many senior SOF guys they have lost in the past 2 years in Syria and Iraq.... and it shows what it is taking to advise and actually lead forces... and they are the western flank of the Mosul operation. They are also the same folks who likely have added a generation to the recruiting of jihadis in their overseeing of the militias that conducted several massacres. As to the Russians... they seem to avoid IS in Syria. However - they are actively involved in yet another front in the fight in the Caucus, and rarely do we look at it. Lists are just opinions unless they are backed by a real method in selecting what goes on it. In the end - there are ALOT of questions on the Russians actions in Syria.... but IS is not the main focus of their effort even though they have suffered losses of helos and men to IS in the fighting. But the Russians have issues with IS just as all others do... and they may hold one of the cards to the fight ahead in Afghanistan as well with IS...
