They tried, it failed. However in Florida, where the Governors wife owns the company that makes the test kits, she made lots of money. That's what it is all about. As usual, FOX News didn't tell you that part.

Sgt Wayne Wood - The point SSG Edward Tilton was trying to make is that after spending millions of tax dollars on drug testing welfare recipients in the State of Florida, only 1 or 2 people were caught using drugs, and the Governor's wife, who owned the company making the test kits, made millions. Totally unethical.
And, no, I would not feel better if Sec. Clinton owned the company.
