When to charge people as juveniles or adults? On cases like these I believe the people should be evuated by doctors before they are charged. If they know the difference between right and wrong, then they are charged as adults regardless of age. If they don't know the difference they are insane/mentally ill. Having children and grandchildren myself, they don't want me on their jury.

LTJG Richard Bruce - It's quite obvious your bias to single parent households and homosexual couple households. I'm sure there are rapists who were raised in stable homes with two parents or one parent. Being a single mom doesn't mean you will raise a rapist.
I'm a single mom - I do a damn better job by myself than if my ex husband was still around. He's a horrible, toxic influence on any of his kids. But I suppose I should have stayed with him to appease to those who think like you in society and think that the only good home is a dual parent heterosexual home.
The point is that maybe they didn't talk to the father. Maybe she is a single mom. Who knows? Who cares? No one raises their kid to be a rapist. If they are 11 and 12 and already can do this, they are obviously mentally damaged. I have seen stories about a five year old who raped someone in the UK. An eight year old raped someone. That young and they are doing that, I guarantee there's some mental health issue at play.
