Interesting idea. I know that the French have operated off of U.S. Carriers before but it's always been a very temporary thing.
One thing though, the article says the French planes and crews will "Deploy" aboard the George H. W. Bush but I know that the ship just returned from a 7 month deployment back in August so it seems unlikely that she'll go on an actual deployment again so soon (barring any national emergencies). Perhaps they are talking about a 1-2 month cruise.

It doesn’t look like the Bush is actually deploying, just that the French are going to come and work with the ship. It looks almost like this is a big training scenario so that when the Charles de Gaulle gets out of the yards, the French air crews will be ready to deploy.
