I am sorry. I wasn't aware of any controls at all that Germany was using to solve their immigration problem.

One has to wonder what role "otherness" plays in the immigration woes. If a person is accepted into a society versus being treated as an outsider, how things play out. We're so ingrained to our tribal tendencies of loyalty to the group, one can only speculate the effect of extending the group to the newcomers.
