Rule XIII in Senate rules state that any Senator voting with the prevailing side on a question (or who has not voted) may bring a matter back for reconsideration by the Senate. So if the military pay bill was going down, and the Majority Leader wanted to reserve his right to reconsider the bill, he would vote in the negative in order to do so. Perhaps we can stop and take a breath before our partisan preferences get more in the way?

The military pay be ill was not going to go down,m i doubt that it would get fewer than 90 votes to pass it.

Yeah, so lets piecemeal all discretionary spending instead of working, I don't know, for an actual bill to fund for the entire year.
