This is an age-old problem for sure. I don't understand why the DoD doesn't have a priority list already made--we always did when I was doing budgets. But I do think now Gen Mattis has a problem because no one under him as a clue how it's being spent now, what we are really buying, and what we need and don't need. Congress could certainly relax the budget rules for certain critical items and allow it to be put into a different account. They could even make one up so they could track it.

Susan, if anyone understands government spending, it’s you. With what you just wrote, it doesn’t sound very good. Someone needs to get a handle on this situation, or the budget is useless.

SGT (Join to see) - Yes, it is. When you have spending authority, but you have no idea what's needed the most and what you are buying that you don't need, it's pretty hard to be called fiscally responsible. I'm expecting Gen Mattis to call for a bottom-up review on that after this first year, but I could be wrong. I have been before. (Many times, LOL).

The entire budgeting process needs an overhaul. Hopefully the new SECDEF will see the opportunities for improvement and correct things like he always does

Now would be a good time to re-invest in National Guard and Reseve Troops to make sure they get equivelant training and opportunity to develop as active duty.
