There are only two places in the US where countries are allowed to establish embassies/consulates. DC for obvious reasons and NYC because of the UN.

I think there are several countries that have consulates in other cities, especially Los Angeles and others in Miami as well.

Well we didn't overlook that it took him a year to enforce the sanctions that were overwhelming bipartisan approved by Congress. We didn't overlook the coincidence of Tillerson being fired a day after making comments in support of Britain's allegations towards Russia which contradicted the WH press statements. We didn't overlook that this administration still doesn't acknowledge US intel assessments of Russian interference in democratic elections. We didn't overlook his administration's criticism of Obama's sanctions. Definitely haven't overlook the criticism by both Dems and GOP lawmakers in regards to Trump's slow response to get tough on Russia.
--So yeah, I guess the better late than never is the appropriate response media outlets should be reporting.
